Overview of Manitoba Provincial Nominee Program
The Manitoba Provincial Nominee Program (MPNP) was the first PNP in Canada. In 1998, it became a permanent immigration program.
Based on the province’s economic and labor market needs, the initiative was developed to help grow the province’s economy through immigration.
Manitoba Nominee program invited 418 immigrants in its first year and later on it became a permanent pathway for the province to call foreign nations and offer permanent residency. Every year province nominates more than 5000 immigrants though MPNP. Manitoba has been running this program very successfully for a long time and it helped the province’s economy to grow by 30 per cent.
It’s also one of the preferred destinations for the newcomers who have friends and relatives living in the province, this will increase their chance of getting an invitation through MPNP. Moreover 90 percent of the nominees get the job in their first year and the retention rate is amongst the highest compared to other provinces.
Some of the province’s immigration streams are base, while others are enhanced.
The enhanced stream indicates that it is compatible with the Manitoba Express Entry system. This is the system used by the federal government to manage permanent residence applications submitted through the country’s three primary economic class immigration programs.
The Express Entry method assigns a point score to each candidate based on the Comprehensive Ranking method (CRS). Only the top candidates are invited to apply for permanent residence.
You will almost certainly receive an Invitation to Apply (ITA) for permanent residency if you receive a nomination from an upgraded provincial program. They are also nominated through their Express Entry profile.

Base streams are those that are not linked to Express Entry systems. Candidates who get a provincial nomination must apply to Immigration, Refugees, and Citizenship Canada (IRCC) directly.
Manitoba Immigration Streams:
If you are planning to immigrate to Manitoba then we have five options to choose from:
- Skilled Worker in Manitoba Stream

To qualify for the skilled workers stream in Manitoba you need to have a permanent, full time job offer from one of the employers in Manitoba, and is only for temporary foreign workers and international student graduates who are staying and working in Manitoba.
The Skilled Worker Overseas Stream is for qualified skilled workers who may be outside of Canada but can demonstrate a solid connection to the province. A skilled worker who is already in Canada is also eligible under this stream
The Manitoba Business Investor Stream is for people who want to invest in Manitoba by investing or setting up a business in the province.
The International Education stream is for Foreign Graduates who have studied at one of Manitoba’s post-secondary institutions and want to stay in Manitoba Permanently.
The Morden Community Driven Program is for trade-specific people like Welders, Carpenters, cooks, Plumbers etc. who wish to reside in the rural town of Morden.
Skilled Worker in Manitoba Stream
Skilled workers stream in Manitoba Consists of two pathways:
Manitoba Work Experience Pathway
Manitoba Work Experience Pathway is for working professionals who are currently working in Manitoba on a temporary work permit. This may include international graduates of Canadian Post-secondary institute and temporary workers who are in Manitoba.
Employer Direct Recruitment Pathway
To be qualified for this pathway, you must be interviewed by an MPNP representative and a Manitoba employer. These interviews take place outside of Canada. Before applying using this route, you must first acquire an Invitation to Apply.
Application Fee: CAD $500
Processing Time: 6 months
Minimum Requirements:
- Must hold a valid Work Permit or Post-Graduation Work Permit;
- Must be a temporary foreign worker or an international student graduate from a Canadian Post-secondary institute.
- Must have a permanent, full-time job offer from their current Manitoba employer;
- Must be working with their current employer for at least 6 months;
- Must fulfill all the educational requirements, training/Apprenticeship, and licenses required for that job.
- Must demonstrate English or French language proficiency to fulfill the responsibilities mentioned under job duties
- Must have a connection to Manitoba through employment that is stronger than ties they may have to another province in Canada;
- Must intend and be able to live, work, and develop a work and family life in Manitoba as a permanent resident, as demonstrated in a Settlement Plan;
- Must have enough money (CAD $10,000 as the main applicant and CAD $2,000 for each dependent mentioned in the application);
- Your employer must have a commercially registered business that has been in operation for at least three years.;
- Your working conditions must be comparable to those followed by Canadians or permanent residents.
How it works:
To begin, you must submit an Expression of Interest (EOI). This entails answering a series of questions online. You will be given a score based on the answers you provide.
The top scorers may then be invited to submit an MPNP application.
If you are successful, Manitoba will nominate you for a provincial position. You can then use this nomination to apply to the Canadian federal government directly for permanent residency visas for you and your family.
If you apply for the Manitoba Employer Direct Recruitment Pathway, you will be interviewed by an MPNP representative outside of Canada. An qualifying Manitoba employer will also conduct an interview with you. This will occur prior to receiving an invitation to apply.

The Skilled Worker Overseas Stream consists of two pathways:
Manitoba Express Entry Pathway
The Manitoba Express Entry program is for candidates who have an active Express Entry Profile and who are eligible under MPNP Stream. He must have experience in the occupations listed under the eligible in-demand Occupations and must have a strong link to Manitoba.
Human Capital Pathway
This program is for a foreign skilled worker who has experience in the occupations listed under Manitoba in-demand occupations.
Application Fee: CAD $500
Processing Time: 6 months
Minimum Requirements:
- Must have a points assessment grid score of at least 60 out of 100;
- Must have a connection to Manitoba through the support of friends or family living in the province, previous work experience or education in the province, or be invited to apply by the MPNP. There are a few more requirements depending on the type of connection you have.
- Must have at least six months of experience in an In-Demand occupation;
- Must submit a complete Career Plan;
- Must be at least 18 years old.

International Education Stream
The International Education Stream (IES) is intended to provide faster pathways to permanent residence for Manitoba graduates who fulfill the criteria of industry. There are three tracks in the stream: Career Employment Pathway, Graduate Internship Pathway, and Student Entrepreneur Pathway.
The International Education Stream (IES) is designed for international graduates of Manitoba educational institutions who meet labor-market requirements. The IES expedites graduates’ paths to permanent residence. There are three alternatives available to you:
Career Employment Pathway
This Pathway is for the post-secondary graduate applicants who have long-standing employment in one of the in-demand occupations in Manitoba.
Graduate Internship Pathway
The Graduate Internship Pathway is for international master’s and doctoral graduates who have completed an Accelerate or Elevate internship with Mitacs, an institution that collaborates with the Manitoba government to help international graduates find internships.
International Student Entrepreneur Pathway
The International Student Entrepreneur Pathway allows up to 20 international graduates of a Manitoba learning institution to become Manitoba entrepreneurs. Before being nominated for permanent residence, they must fulfill the terms of a Business Performance Agreement.

If successful, you will receive a provincial nomination from Manitoba. You can then use this nomination to make another application directly to the Canadian federal government for permanent residency visas for you and your family.
